NOO 4 UNIT-Illinois

I have a customer who wants to purchase a NOO 4 unit stated maybe full. I know that North American Mortgage will do the loan to 100% CLTV, but will only do the first with a 80% LTV.  Who will do the 20% second for 100% CLTV?  I tried Mandalay Mortgage in California, but they don’t do loans in Illinois.
